The article is devoted to changes in Russian higher education, which solves a number of complex problems of society development in the context of digital transformation. As a factor in the real formation of a new quality of public life, higher education plays a key role not only in domestic but also in foreign policy in the face of global uncertainty. The main goal of the study is to analyze changes in Russian higher education using a sociocultural approach. The peculiarity of such an analysis consists in a comprehensive consideration of the historical, cultural and social aspects of the development of higher education as a system. The systematic approach allows us to consider higher education as one of the most important components of public life. National higher education is not only the sphere of responsibility of the social state, it is the basis for building a new society. A quality higher education cannot be cheap, as it is a non-standard education. Higher education cannot be cheap for the state, but it must be accessible to the people as a subject of history. Without an educated person, there is no civilized socio-cultural environment, and vice versa, so the state cannot save on education, replacing it with digital technologies. The risks of digital reality have under themselves not only an objective basis, but also a subjective plan, which has a decisive impact on the development of the state and society. We used both our own historical and sociological research of the university environment, as well as a secondary analysis of data from historical and sociological research by other authors.
