Abstract

The article examines the activities of the Russian maritime union in the context of the state policy of the country. After the failure in the Russo-Japanese War of 1904-1905 among the upper strata of Russian society there were debates about the possible ways of developing the navy. The Russian Maritime Union initially brought together representatives of the aristocracy, the military and the scientific community. The purpose of this organization was to assist in the revival of the Russian Imperial Navy. Relying on the influence associated with the support of a public organization from the imperial family, the Russian Maritime Union has repeatedly intervened in the budgetary policy of the Russian Naval Ministry. As a result, this public organization managed to have a real impact on the implementation of domestic shipbuilding programs. In addition to shipbuilding programs, scientific projects and new types of military vessels were discussed at the meetings of the Russian Maritime Union. The public organization actively published its own periodical magazine. Members of the Russian Maritime Union discussed the development of the territories of Siberia and the Far East.

Keywords: Russian maritime union, Russian fleet, Russian naval ministry, government, public organization, shipbuilding programs.
